Chinese submarine officers — except for engineers — tend to come from candidates with the lowest college entrance test scores, according to a US analyst. By stressing Chinese submarine commanders, such as confronting them with multiple or unexpected challenges, they could be goaded into making a mistake. CNN —US Coast Guard leaders illegally used nondisclosure agreements to prevent sexual assault victims from speaking out about their alleged attacks, according to a congressional inquiry sparked by a CNN report into sexual misconduct at the prestigious Coast Guard Academy. CNN reported last year that Coast Guard leaders had guarded the secrecy of the internal investigation to the point that officials with access to case materials had to sign non-disclosure agreements. “Requiring victims to agree not to discuss what happened to them is particularly reprehensible,” Sen. Ted Cruz wrote in a letter to the Coast Guard Sunday. Cruz’s letter is just the latest fall-out for the Coast Guard since the Fouled Anchor controversy broke last June. “This is a disservice to the survivors of rape and other sexual assaults at the Academy, whom the Coast Guard has already failed once,” he wrote.

In 1940, Benjamin O. Davis Sr. became the first Black person to achieve the rank of brigadier general in the US Army. Twenty years after his father made history, Davis Jr. became the first Black brigadier general in the Air Force in 1960. Davis Sr. was born in Washington, DC, less than 20 years after the ratification of the 13th amendment, which abolished slavery. So, Davis Jr. moved alone to Chicago for nearly two years to secure the nomination and his spot at West Point. “So, (the Army) provided no opportunities for African Americans to lead troops, it provided no opportunities before 1940 for African Americans to fly airplanes, there were no African Americans in the Marine Corps,” Moye added.

Regardless of whether you’re a full-time athlete or someone who enjoys skiing and snowboarding for fun, Gulmarg offers a winter experience like no other. WASHINGTON (AP) — The Supreme Court is allowing West Point to continue taking race into account in admissions, while a lawsuit over its policies continues. The justices on Friday rejected an emergency appeal seeking to force a change in the admissions process at West Point. The military academy had been explicitly left out of the court’s decision in June that ended affirmative action almost everywhere in college admissions. Lower courts had declined to block the admissions policies at both schools while the lawsuits are ongoing. Only the West Point ruling has been appealed to the Supreme Court.

The group says that its membership includes two "full qualified, but white" West Point applicants. West Point has been considering applications since August and has already made hundreds of offers, Prelogar said. Washington CNN —The Supreme Court said Friday that the United States Military Academy at West Point can continue considering race as a factor in its admissions process while a legal challenge to the practice plays out. Last week, SFFA asked the high court to step in on an emergency basis to block West Point from considering race in its admissions process as the litigation unfolds. “For now, the only question is what should happen as this case proceeds – who should bear the burden of the status quo,” attorneys for SFFA told the Supreme Court. “Every year this case languishes in discovery, trial, or appeals, West Point will label and sort thousands more applicants based on their skin color – including the class of 2028, which West Point will start choosing in earnest once the application deadline closes on January 31. Or should West Point bear the burden of temporarily complying with the Constitution’s command of racial equality?” they added in part.

CNN —For nearly a decade, US Coast Guard leaders have concealed a critical report that exposed racism, hazing, discrimination and sexual assault across the agency. That investigation found that serious misconduct had been ignored and, at times, covered up by high-ranking officials, allowing alleged offenders to rise within the ranks of the Coast Guard and other military branches. The Coast Guard said this week it had enacted or partially enacted 60 of 129 recommendations, including additional training and additional support services for victims. The Coast Guard did not comment on concerns that problems remain at the agency, or the statistics or examples cited by CNN. Yet to this day, none of the accused service members from her case have faced any consequences.

The conservative majority Supreme Court's ruling came in response to lawsuits by the same group now suing over West Point's policies in federal court in White Plains, New York. The group, Students for Fair Admissions, was founded by affirmative action opponent Edward Blum. The Supreme Court's ruling invalidating race-conscious admissions policies used by Harvard University and the University of North Carolina did not address race in admissions at military academies, which Chief Justice John Roberts said had "potentially distinct interests." Although Black people make up 20.2% of the Army's active duty enlisted personnel, only 11% are officers, the Justice Department said. White people by contrast constitute 51.7% of the Army active duty enlisted corps and 68% of its officers, the Justice Department said.

LOS ANGELES (AP) — A driver who plowed into a group of Los Angeles County sheriff's recruits on a training run last year, killing one and injuring 24 others, was charged Thursday with vehicular manslaughter, authorities said. Nicholas Gutierrez, 23, was charged with two counts of vehicular manslaughter with gross negligence and nine counts of reckless driving causing great bodily injury, according to a statement from the Los Angeles County District Attorney’s Office. The Diamond Bar man was arrested after the Nov. 16, 2022 crash in Whittier but released while authorities investigated further. Chief video correspondent Graham Flanagan got an inside look at what it's like on the first day for new freshmen, known as knobs, at the Citadel in Charleston, South Carolina. Matriculation day marks the beginning of the knobs' seven-month journey to joining the South Carolina Corps of Cadets at the Citadel, one of the oldest public senior military colleges in the US, which has been at the center of controversy for decades because of allegations of racism, sexism, and hazing and its historical ties to the Confederacy. After saying goodbye to their families, the knobs encounter a group of upperclassmen tasked with leading the new class during matriculation. Despite the school's complicated past, we saw some cadets making progress toward changing the Citadel's culture in real time.
